In New York State and New Jersey as in most states, the authorities often require the offender to get an alcohol and other drug assessment by a qualified provider. In New York State, the counselor must be a CASAC (Credentialed Alcoholism and Substance Abuse Counselor). They must be credentialed by the New York State Office of Alcohol and Substance Abuse Services (OASAS). I In NJ the counselor must be a LCADC.
